Background on Liability Protections for Health Care Providers in Governor Northam’s Executive Order 60

On Tuesday, April 28, 2020, Governor Ralph Northam issued Executive Order 60 (EO-60)1 to provide immunity from certain liability to health care providers responding to the COVID-19 pandemic. The primary scope of EO-60 focuses on interpretative guidance for the application of two immunity statutes for health care providers responding to disasters.
